Seoul, South Korea (CNN) — Government ministers from the , Japan and South Korea will sit down in early next month to grapple with the tensions in the Koreas, South Korea’s Foreign Affairs Ministry said Tuesday.

The ministry did not provide further details about the date of the meeting, but it comes as China continues to call for an emergency meeting of the six major powers involved in talks about the .

This diplomatic activity reflects efforts to lower anxieties in the Koreas, which have been at a boiling point since last Tuesday, when four people died and 18 others were injured in a North Korean artillery barrage that targeted Yeonpyeong Island in South Korea’s part of the Yellow Sea.

The war of words got louder when South Korea and the United States launched joint anti-submarine military exercises in the Yellow Sea on Monday, a move that drew North Korean ire.

Being North Korea’s largest trading partner and strongest ally, China has been urged by the international community to confront the crisis. It has been meeting with both North and South Korea and it has engaged in diplomacy over the matter.

A top Chinese envoy met with South Korea’s president on Sunday and a top North Korean official arrived in Beijing, China, on Tuesday, the first visit to China by a North Korean official since last week’s shelling of Yeonpyeong Island.

CNN affiliate YTN reported that Choe Tae Bok, chairman of North Korea’s Supreme People’s Assembly, is on a five-day visit to China.

And over the weekend China called for an emergency meeting of the six major powers which have been involved in talks about North Korea’s nuclear program to discuss the latest crisis. The six are China, Russia, North Korea, South Korea, Japan, and the United States.

Hong Lei, a spokesman for China’s Foreign Affairs Ministry, told reporters Tuesday that such talks would be an important step in easing tensions.

“We made the proposal to ease the situation and to provide a platform for parties to have dialogue. …To do this at an early date is in the common interest of all parties,” he said.

But right now, the idea is up in the air.

South Korea said Sunday that it did not think the time was right for a resumption of the six-party talks but said it would “bear in mind” the Chinese proposal.

In Washington, a State Department official said that the United States is consulting with its allies but that resumed six-party talks “cannot substitute for action by North Korea to comply with its obligations.”

The Japanese government said one of its envoys is in Beijing for discussions on the crisis.

Amid the international attempts to avert warfare, the strident and sabre-rattling rhetoric between the Koreas remained the region’s background noise.

North Korea warned Tuesday that the continuing military drills by the United States and South Korea could lead to “all-out war any time.”

The firmly-worded message was published by North Korea’s state-run KCNA news service.

“If the U.S. and the south Korean war-like forces fire even a shell into the inviolable land and territorial waters of the DPRK, they will have to pay dearly for this,” the news service report said. The DPRK is the acronym for North Korea’s formal name — the Democratic People’s Republic of Korea.

This comes after South Korean President Lee Myung-bak warned Monday that North Korea would face severe consequences if it launched another military attack across its southern border.

“If the North commits any additional provocations against the South, we will make sure that it pays a dear price without fail,” Lee said in a nationally televised address. North Korea stepped up its threats recently on its southern rival, as well as the United States, warning that military activities must not infringe on what the communist nation considers its territory.

The crisis is top priority for Seoul.

On Tuesday, the South Korean Yonhap news agency reported that Lee upbraided Cabinet members “for not having the right sense of crisis at a time when South Korea’s is at stake.”

“We should recognize that (South Korea) is confronting the world’s most belligerent group,” Lee was quoted as saying.

Citing the country’s Defense Ministry Tuesday, Yonhap also reported that South Korea’s military “plans to toughen its rules of engagement with North Korea in a way that gives its troops greater leeway to determine the intensity of a counterattack by the level of damage and threats received.”

And, a government official quoted by Yonhap, said that owners of homes destroyed in the strike on Yeonpyeong Island will get more compensation than the standard amount paid by the government in the case of natural disasters.

“Due to the special circumstances of this matter, the amount of compensation will be more generous than usual,” said an official of the Ministry of Public Administration and . The official said that the amount will be determined after discussions with the Ministry.

The agency said officials determined that “29 houses were completely wrecked, five destroyed partly and 80 others damaged slightly from artillery rounds.”

As for the Yellow Sea exercises, Seoul and Washington postponed the exercises earlier this month because of a tropical storm.

The drills, which are to run through Friday, are “designed to send a clear message of deterrence to North Korea,” U.S. Forces Korea have said.

U.S. officials have said the exercises off the western coast of the Korean peninsula are in response to North Korea’s sinking of a South Korean warship in March.

In May, a report from South Korea blamed the North for sinking the Cheonan warship with a torpedo, killing 46 sailors.

North Korea denies sinking the and says South Korea and the United States are using it as a pretext to conduct the war games.

North Korea’s nuclear program as well as its military have long caused jitters in the region, especially during times of crisis.

The country claimed Tuesday that it has “thousands of centrifuges” working to create nuclear energy for peaceful purposes, but international powers are concerned about how the country’s military would use such technology.

“The construction of (a) light water reactor is brisk in the DPRK and a modern factory for uranium enrichment equipped with thousands of centrifuges is operating to supply fuel to them. The of nuclear energy for peaceful purposes to meet the need for electricity will be stepped up in the future,” the KCNA news service reported.

The North Korean news service report seemed to confirm parts of a statement made last week by Siegfried Hecker, a scientist.

In early Novermber, the U.S. scientist said he visited a North Korean nuclear facility at the invitation of the government, which included 2,000 centrifuges, that was producing low-enriched uranium.

Hecker said he was told that facility was configured to produce low-enriched uranium but Hecker wrote that it could “be readily converted to produce highly-enriched uranium (HEU) bomb fuel.”

Tehran, Iran (CNN) — Iranian President said Tuesday that Iran has agreed to another round of nuclear talks with the and other nations.

Ahmadinejad did not provide a date for when the talks would start, in the speech televised by Iran’s state-run Press TV.

“Now they say they want talks. We have said OK. We are always ready for talks as long as the talks are handled with respect,” Ahmadinejad said to the cheering crowd.

A spokeswoman for Catherine Ashton, the European Union’s foreign policy chief, said the talks will take place in Geneva, Switzerland on December 6 and 7.

The European Commission has launched an investigation into after other complained that the firm had abused its dominant position.

The EC will examine whether the world’s largest search engine penalised competing services in its results.

The probe follows complaints by firms including price comparison site Foundem and legal search engine ejustice.fr.

Google denies the allegations but said it would work with the Commission to “address any concerns”.

Earlier this year the attorney general of launched a similar investigation following complaints from firms including Foundem.

The objections in both cases are from competitors which allege that Google manipulates its search results.

“The European Commission has decided to open an antitrust investigation into allegations that Google has abused a dominant position in online search,” the body said in a statement.

It said the action followed “complaints by search service providers about unfavourable treatment of their services in Google’s unpaid and sponsored search results coupled with an alleged preferential placement of Google’s own services.”

It probably was inevitable that Google would get into trouble with competition authorities.

If you are as big as Google, you are bound to tread on people’s toes, regardless of whether you move carefully or morph into a corporate monster.

The European Commission’s competition watchdog has quite a track record with tech companies: and Intel both received bloody noses and had to pay massive fines.

This case, though, will be a tricky one, because to determine the outcome the Commission will have to look closely at Google’s all-important search algorithm, the rules that determine whether your company shows up high or low in Google’s search results.

Google regularly tweaks this algorithm, and as it changes the ranking it can make or break companies.

To pin down the search giant, the Commission will have to find a smoking gun, either in the algorithm itself, or in Google’s e-mail trail.

The Commission’s investigation does not imply any wrongdoing by Google.

“Since we started, Google we have worked hard to do the right thing by our users and our industry,” said the firm in a statement.

“But there’s always going to be room for improvement, and so we’ll be working with the Commission to address any concerns.”

Core business

Google offers two types of search result – unpaid results produced by the firm’s algorithms that are displayed in the main body of the page and “ads”, previously called sponsored links.

The investigation will try to determine whether the firm’s method of generating unpaid results adversely affects the ranking of other firms, specifically those providing so-called vertical search services.

These are specialist search providers, and can include sites that offer price comparison, for example.

Foundem alleges that Google’s algorithms “remove legitimate sites from [its] natural search results, irrespective of relevance”. It also says that the firm promotes its own services over those offered by competitors.

“Google is exploiting its dominance of search in ways that stifle innovation, suppress competition, and erode consumer choice,” Foundem said in its complaint filed in February 2010.

But Google argues that there are “compelling reasons” why these sites are “ranked poorly”.

For example, it said, Foundem “duplicates 79% of its website content from other sites.”

“We have consistently informed webmasters that our algorithms disadvantage duplicate sites,” the firm said.

The Commission will also look into allegations that Google manipulated elements of its system that determine the price paid for ads from these sites.

Finally, the investigation will also probe how the company deals with partners.

Advertising is the core of Google’s business.

Google is alleged to impose “exclusivity obligations on advertising partners, preventing them from placing certain types of competing ads on their web sites, as well as on computer and software vendors,” according to an EC statement.

In addition, the EC said it would also look into “suspected restrictions on the portability of online advertising campaign data to competing online advertising platforms.”

Google says it already allows customers “to take their data with them when they switch services” adn that its contracts “have never been exclusive”.

In the 1950s, the rules of dating etiquette were clearer. A man knew it was not only acceptable, but expected for him to open the door for his date, pull out her chair and pay for the meal. These days, the line between appreciated chivalrous acts and condescending behaviors is fuzzy at best. The feminist movement brought the right to vote and earn equal pay, but it sure made the practice of dating more confusing in the process. It would be a dateless man indeed who didn’t acknowledge a ’s right to make her own decisions when it comes to her life, her , her body, and her mind — but how do you reconcile that respect with the kind of attitude a man is encouraged to project on a date? When you’re initially getting to know a girl, it can be difficult to know whether she’ll see your actions as considerate or misogynistic.

The following are a few different situations that may come up during the beginning of a , viewed from both sides of the aisle: that of a well-intentioned, old-fashioned and an enthusiastic, empowered woman. Which opinion should rule in these ambiguous circumstances?

Picking up the tab
Gentleman’s perspective: It’s gentlemanly to pull out my wallet and pay, especially on the first date. It shows I am financially secure and goes a long way to making a good impression on my date.

Feminist’s perspective: As an empowered woman, I can pay my own way, thank you very much. The man reaching for his wallet is an indication that he thinks I can’t take care of myself.

AM verdict: For the first few dates, at least, the guy should pay. If she isn’t a gold digger, the woman should at least offer to pay, but until a relationship is established, the man should expect to be shelling out for meals, drinks and movies.

Lightening her load
Gentleman’s perspective: Opening the door for my girl or helping her carry her bags is my duty as the stronger .

Feminist’s perspective: Call any woman “the weaker sex” and see how far that gets you. I am fully capable of opening my own doors and carrying my own bags.

AM verdict: Instead of asking if it’s OK, just say, “Let me help you with those bags.” If she’s adamant that she doesn’t need your help, back off.

Performing manly tasks
Gentleman’s perspective: There are some jobs that are still required to do. Mowing the lawn or fixing the car is a perfectly reasonable thing to do for her. She probably doesn’t know how to do them or doesn’t want to anyway.

Feminist’s perspective: These chores are not strictly for men. I am independent and intelligent enough to take care of these tasks on my own.

AM verdict: If she knows how to do it, she does it, period. Don’t insist on doing a chore just because it’s “a man’s work.” Alternately, don’t shy away from teaching her how to do something if she shows an interest in learning.

Defending her honor
Gentleman’s perspective: If a woman is insulted by another man’s actions or words, I should step in and take over the situation.

Feminist’s perspective: I can fight my own battles. If someone offends me, I’ll take it up with them myself.

AM verdict: It depends on the situation. If it’s a random catcall from a passing vehicle, it’s probably not necessary to do anything about it. If another guy pinches your date’s ass in a club, you should step up and deal with the situation. In that case, you’re not only defending her honor, but your own as well.

Ordering her meal
Gentleman’s perspective: I know what she’ll like, so I should go ahead and order for her.

Feminist’s perspective: I don’t think so!

AM verdict: Feminists win here. This behavior is archaic and comes off as rude and condescending. Unless she asks for a suggestion, keep your opinions on her order to yourself.

Chivalrous Confusion
It can be quite confusing to be a man in today’s society, what with all the empowered women traipsing around demanding their independence, while chastising for not being courteous enough to open doors for them. A general rule of thumb to keep in mind when dealing with the fairer (not weaker) sex: Treat them as you would want them to treat you. Don’t baby her or treat her like a child; simply be there for her as you would a good friend and everything should be fine.

Leslie Nielsen passed away on November 28, 2010, at the age of 84, but his place in history is assured; he was a bona fide silver screen comedic legend.

The Canadian actor began his career on American TV in the 1950s before getting his big-screen break in the sci-fi classic The Forbidden Planet. After appearing in hundreds of films, Nielsen was handed another crack at stardom in the ’80s as a comedy actor in the spoof Airplane! after which he went on to cement his reputation as one of the best surrealist comic actors around as Frank Drebin in Police Squad and the Naked Gun franchise.

Since he made his name among by appearing in bizarre nonsensical comedies, it’s perhaps unsurprising that the veteran star’s AskMen interview (conducted shortly before his death) ended up, well… slightly bizarre and nonsensical.

Leslie Nielsen vs. A Werewolf: “I would go up to one with her back turned to me, I would tap her on the back, and I would say, ‘Excuse me, but are you a werewolf?’ and she’d say, ‘I’m sorry, what?’ So I’d say, ‘Werewolf?’ and she’d say, ‘Well, I’m a werewolf, and there’s another one down on the corner, so that’s where two of us are. What else can I do for you?’ Silver bullets work too — providing you’re not out of them.”

Leslie’s Lesson: Truth is, there is no solution to this perennial problem, so when she turns into a wolf, do as Leslie would: resort to reasoning. Hopefully she’ll be too confused to rip you to shreds.

It all starts off innocently enough: you stay over at each others’ in turn, but then she starts leaving pajamas, a toothbrush, a hairdryer… then soon you find that your has become her — you’ve been invaded — there’s no escape now!

Leslie’s Lesson: There’s nothing more effective than a show of poor hygiene to send unwanted invaders packing. Moldy food, unflushed toilets or discarded used Kleenex littering the floor should do the trick.

She’s all smiles and sweetness at first, but she’s just a plain old psycho who, once she has you in her grasp, wants nothing more than to to you serious harm.

SAN FRANCISCO — Federal judges in Texas and West Virginia have been asked to block requests to unmask accused file sharers in numerous BitTorrent copyright lawsuits involving porn.

The Electronic Frontier Foundation, in friend-of-the-court briefs, says the by the suits “appear to be to leverage the risk of embarrassment associated with pornography to coerce settlement payments despite serious problems with the underlying claims.”

In the amicus briefs, the San Francisco-based EFF pointed to cases filed by two porn studios — Third World Media and Mick Haig Productions — whose suits share the same tactics by filing mass lawsuits based on single counts of and improperly lumping hundreds of defendants together regardless of where the IP addresses indicate the defendants live.

“Suing hundreds or even thousands of people together en masse, in states in which the vast majority of the accused downloaders appear to have no connection, amounts to a deliberate end-run around their due process rights,” said Matt Zimmerman, the EFF’s senior staff attorney. “The suits seem designed to ensure that few, if any, defendants will fight back, given the risk of shame from being publicly identified.”

Zimmerman, in an amicus brief to the court in the Third World Media case, said that the suits “are consistent with a coordinated strategy of porn industry representatives who have clearly indicated that the coercive threat of public disclosure motivated the recent increase in dragnet copyright cases brought by porn publishers.”

In the brief, the EFF keyed in on October’s Content Protection Retreat sponsored by . In a story published by Agence Presse, Pink Visual President Allison Vivas, was quoted as saying that “when it comes to private sexual fantasies and fetishes, going public is probably not worth the risk that these torrent and peer-to-peer users are taking.”

Vivas told XBIZ on Monday that the EFF was “completely speculating and grasping at incomplete quotes to attempt to make a point” and that the quotes were taken out of context.

“The statements made by me were in the spirit of educating the end users that the content they access on peer-to-peer sites can and will become the subject of end-user litigation regardless of the content niche and is a risk end-users should be aware of,” she said.

“First, I’ll clarify that there was merely only 30 minutes at the Content Protection Retreat dedicated to the discussion of end-user litigation and that discussion was merely that, a healthy discussion about the options for copyright holders to go after end-users who infringe on copyrights.

“Additionally, there was discussion of both the risks and benefits of engaging in end-user litigation. The hands-down agreement, as we publicly announced — but the EFF completely disregarded — was the fact that the attendees of the Content Protection Retreat agreed that end-user litigation is not an industrywide-supported strategy, but rather something for each individual studio to consider independently.”

In the Texas case, Mick Haig Productions vs. Does, EFF and Public Citizen are acting as counsel for the anonymous defendants after the at Dallas requested the groups to do so. Mick Haig is suing 670 surfers for downloading German porn movie “Der Gute Onkel,” translated in English as “The Good Uncle.”

EFF and the Public Citizen Litigation Group in a brief filed last week opposed discovery into the Does’ identities, arguing that almost all of the defendants appear to be outside the court’s jurisdiction.

“Additionally, the case improperly joins hundreds of Does in the same case, jeopardizing their rights to individually defend themselves,” Zimmerman said. “Moreover, the lawsuit also flouts 1st Amendment protections mandating that a plaintiff demonstrate its case is viable and that defendants be given notice and opportunity to oppose efforts to reveal their identities.”

Also last week, EFF filed an amicus brief in a series of similar cases involving other studios at U.S. District Court in Martinsburg, W. Va. The primary studio in that brief included Third World Media, which sued 1,243 for those who shared “Tokyo Teens.”

In those cases, Cable has asked the court to quash subpoenas seeking the identities of accused file sharers, also arguing that the plaintiff companies are attempting to abuse the discovery process.

Zimmerman said that EFF’s amicus brief filed last week in support of Time Warner Cable argues that the plaintiffs should re-file their actions against each defendant individually and bring suit in courts that appear likely to be able to properly exercise personal jurisdiction.

“Some producers of adult content have apparently come to the conclusion that filing shoddy mass lawsuits under the assumption that the defendants will be too intimidated to fight back is a good strategy,” Zimmerman said. “It is our hope that courts will quickly see through these tactics and ensure that the right to a fair process is ensured for every defendant.”

Attorney Kenneth Ford of the Adult Copyright Company, who represents Third World Media named in the amicus brief, did not immediately respond to XBIZ for comment.

Ford also represents Elegant Angel, Combat Zone, Axel Braun Productions and West Coast Productions in their porn BitTorrent suits.

— Federal authorities from the Justice Department and Immigration and Customs Enforcement on Monday said they seized 82 commercial domain names.

Most of the domains seized by authorities allegedly involved the illegal sale and distribution of counterfeit and copyrighted goods, but the seizure also had an oddity — the seizure of meta-search engine Torrent-Finder.com.

Authorities, in queries from XBIZ, declined to elaborate why Torrent-Finder.com was seized.

DOJ and ICE picked the title “Cyber Monday Crackdown” for the seizures as part of Operation In Our Sites v2.0.

The operation targeted online retailers of a diverse array of counterfeit goods, including sports equipment, shoes, handbags, athletic apparel and sunglasses as well as illegal copies of copyrighted boxed sets, and software.

“The protection of is a top priority,” ICE Director John Morton said. “We are dedicated to protecting the jobs, the income and the tax revenue that disappear when counterfeit goods are trafficked.”

Surfers attempting to access the websites now find a banner notifying them that the of that has been seized by federal authorities.

News of Torrent-Finder.com being seized irked its owner, who told TorrentFreak that his “domain has been seized without any previous complaint or notice from any court.”

TechDirt noted in a story that the move for domain seizures without due process is “massively troubling.”

“The whole thing seems highly questionable. Seizing domain names without a trial, and taking down sites that appear to be nothing more than search engines, rather than actually hosting infringing material, is a huge, dangerous step, which appears to have absolutely nothing to do with Homeland ’s mandate.”

LONDON — A conservative British Member of Parliament (MP) wants providers to create a special opt-in system for users that would prevent children from accessing online porn.

But a report on ZDNet points out that these figures are incredibly hard to come by. It went on to describe and upcoming Generation Z as “the porn generation,” with more young people accessing online porn than any other demographic before the 1990’s.

The British MP’s call for a “divided web’ is up for debate by the House of Commons, but Culture Minister Ed Vaizey recently vetoed the request made by Perry stating that the will not intervene in such a way to prevent young people from accessing explicit material online.

Vaizey said, “We believe in an open, lightly regulated Internet. The Internet is by and large a force for good, it is central to our lives and to our economy and government has to be wary about regulating or passing legislation.”
