China demands Iran nuclear talks, despite US pressure

China's latest statement came as a senior US diplomat, James Steinberg, arrived in Beijing on the highest level visit since a series of bilateral rows. On Monday, Moscow signalled it would consider new sanctions against Tehran. And Iran rejected a UN International Atomic Energy Agency claim it was not co-operating with its investigation. World powers say Iran is enriching uranium to make nuclear weapons, but Tehran says its atomic programme is solely for civilian energy purposes. Asked about Moscow's statement, China's Foreign Ministry spokesman Qin Gang said: "We call for a resolution of the Iranian nuclear issue through diplomatic means. Sanctions should be calibrated and smart... [they] should not target the civilian population Dmitry Medvedev Russian President "We believe there is still room for diplomatic efforts and the parties concerned should intensify those efforts." Speaking in Paris on Monday, Russian President Dmitry Medvedev said he was open to the idea of sanctions - as a last resort. "Russia is ready, together with our other partners, to consider introducing sanctions" if there is no breakthrough in the negotiations, he told a news conference after talks with French President Nicolas Sarkozy. "These sanctions should be calibrated and smart. These sanctions should not target the civilian population," the Russian leader was quoted as saying by AFP news agency. Washington and other Western powers want the backing of China - a veto-wielding member of the UN Security Council - for a proposed resolution slapping new sanctions on Tehran. Washington hopes the visit by Mr Steinberg and the National Security Council Senior Director for Asian Affairs, Jeffrey Bader, will help ease Sino-US tensions. "We've gone through a bit of a bumpy path here, and I think there's an interest both within the United States and China to get back to business as usual as quickly as possible," State Department spokesman Philip Crowley told reporters in Washington. NEW YORK (CNNMoney.com) -- Snail mail might soon get even slower. The U.S. Postal Service plans to propose Tuesday an adjusted mail service schedule, which will likely cut Saturday delivery. The agency will also suggest closing some branches and expanding its use of self-service kiosks in grocery stores and other popular retail spots, as part of its effort to work its way out of a mountain of debt. * Facebook * Digg * Twitter * Buzz Up! * Email * Print * Comment on this story USPS posted a $3.8 billion loss in its 2009 fiscal year, the latest in a multiyear string of whopping losses. Mail volume was down 12.7% for the year, a trend the agency expects to continue over the next decade as more consumers opt for online bill payments and message delivery. The Post Office was $10 billion in debt as of Sept. 30 -- not far off from its $15 billion debt limit, which the agency expects to hit in its 2011 fiscal year. The challenges hurting USPS's bottom line are reflective of a "macro change in society," Postmaster General Jack Potter said in a press conference Monday previewing the proposed changes. "All posts around the world are challenged, just as we are, by the diversion of hard copy to electronic medium." The Post Office, an independent government agency, does not receive taxpayer dollars and is funded entirely by its own revenue. However, the Postal Reorganization Act of 1970 constrains the agency's operations. It prohibits USPS from closing small branches based soled on economic factors, and prevents the agency from expanding its services beyond postal delivery. Post offices in some countries, including Italy and Japan, have boosted their sales by offering ancillary services, like banking. But unless Congress steps in, USPS cannot expand beyond the postal-mail realm. Dear USPS: Consider privatizing USPS has already begun taking the axe to its budget. The agency made $6 billion in cuts last year, reducing its workforce by about 40,000 employees and chopping overtime hours, transportation costs and other expenses. Congress passed legislation allowing the organization to cut retiree health benefit payments by $4 billion. Despite those measures, the agency still expects a net loss of $7.8 billion in fiscal 2010. USPS employs about 600,000 workers, about half of whom will be eligible to retire in the next 10 years. Potter said the agency has historically overpaid into its pension fund, and would reap significant savings if it stopped prefunding its retiree health benefits. The Post Office plans to announce the specifics of its proposed new business model on Tuesday. Its plans will then go before Congress for review. A significant postal price hike is also under consideration, although the price most consumers care about -- the rate for a first-class stamp -- is locked in at 44 cents for 2010. Are they a marriage do or don’t? One of my best friends just attended her first couples therapy session with her husband. The verdict? She said it was awesome. The biggest revelation? Their therapist said that they should create a sexual contract. My friend was all, "Why? Sex is so not a problem for us." To which the therapist said, "Well, what if you gain 25 pounds? What if you have kids? What if one of you doesn't work for a really long time?" I have to say, I love this idea. And not just because I'm all for anything that equals more sex (cut to me cackling maniacally and tapping my fingertips together a la cartoon villain). It's that I love the idea of laying down a baseline that meets both of our needs while leaving lots of room for improvisation. I remember reading that Madonna and Guy had one (not exactly a ringing endorsement) and caught all kinds of flack for it. I guess people found it controlling and unsexy. But guess what I think is unsexy? Not having very much sex because one or both of you are too tired from everyday life. Sound familiar? It seems like if you make a commitment to have a certain amount of sex, you'll be more likely to set aside the appropriate amount of time/energy to make it happen. What do you guys think? Analyst: Apple’s iPad launch may be delayed

Apple has said its Wi-Fi models would ship in ‘late March’ Apple may delay or limit the size of the launch of its anticipated iPad tablet computer because of an "unspecified production problem," Canaccord Adams analyst Peter Misek wrote in a research note Monday. Misek said Apple's Taiwan-based supplier Hon Hai Precision could be facing a production bottleneck or a shortage of components. "An unspecified production problem at the iPad's manufacturer, Hon Hai Precision, will likely limit the launch region to the U.S. and the number of units available to roughly (300,000) in the month of March, far lower than the company's initial estimate of (1 million) units. The delay in production ramp will likely impact Apple's April unit estimate of (800,000) as well," Misek wrote. Apple has not publicly stated an official release date or how many models it is expecting to put on sale. It has said that Wi-Fi models will ship in "late March," while 3G models will ship in April in the U.S. and selected countries. Canaccord still expects Apple to sell 550,000 iPads in the third quarter ending in June, and 1.2 million iPads in the 2010 fiscal year. "The only material impact from the iPad delay could come in the form of frustrated consumers and some modest loss of luster for the company's product launch," Misek said. App Store Puts Limits on Delivery of Location-Based Ads

CUPERTINO, Calif.—Lost in the scurfuffle over its banning of most sex-related apps from the App Store was Apple's decision last month to also limit the use of apps that deliver ads to users based on their location. Developers who send in such location-based apps for inclusion in the App Store could have them returned. While the development of location-based apps is encouraged, Apple is clearly concerned about the misuse (and overuse) of the function. "The Core Location framework allows you to build applications which know where your users are and can deliver information based on their location, such as local weather, nearby restaurants, ATMs, and other location-based information," the company said in a Feb. 3 post to its iPhone developer website. "If you build your application with features based on a user's location," it continues, "make sure these features provide beneficial information. If your app uses location-based information primarily to enable mobile advertisers to deliver targeted ads based on a user's location, your app will be returned to you by the App Store Review Team for modification before it can be posted to the App Store." (emphasis added) The use of the qualifier "primarily" implies that Apple has not instituted a complete ban on the use of location-based ads, but instead is trying to prevent an avalanche of mobile spam while still allowing the delivery of legitimate location-based ads that either add value to existing content or are explicitly desired by the user. In order to ensure that users are not bombarded by unwanted location-based ads, in fact, Apple is requiring developers to include functions so that the "user has the option of denying an application’s access to the location service data. During its initial uses by an application, the Core Location framework prompts the user to confirm that using the location service is acceptable. If the user denies the request, the CLLocationManager object reports an appropriate error to its delegate during future requests." The trick for developers who still want to be in the App Store is to find increasingly creative ways to meet Apple's tightening criteria. Citibank Revises Guidelines on Internet Business Accounts

Pornography and gambling are singled out as internet business models that could trigger the rejection or cancellation of a business account NEW YORK—In the wake of its mishandling—i.e. cancellation—of a business account that belonged to gay lifestyle website fabulis, Citibank has “updated and clarified” its procedures regarding internet business accounts. The new guidelines will continue to allow the bank to deny or close accounts for internet businesses that involve pornography or gambling. The revisions come following Thursday’s apology to Jason Goldberg, the owner of fabulis, for closing a business account he had opened recently. According to the Wall Street Journal, Goldberg said he was told the account was closed because his website contained "objectionable content." The site, he said, "is a lifestyle business catering to gay men focusing on fashion, trends and culture." Currently, the site—which isn't even fully launched yet, and is about to go into beta—features videos of men explaining why they are fabulous. “Mr. Goldberg, whose site fabulis recently received $625,000 in funding from investors led by The Washington Post Co., said in an interview that he opened a business account with Citi and deposited that seed money into the account last month,” continued the Journal. “Earlier this week, he said, he found himself unable to access the funds. He blogged about his experience, describing repeated conversations with Citibank staff in which he says they told him about a review process that found the content of his site was not in compliance with the bank’s policies.” Goldberg also told the Journal that the bank told him his site had mistakenly been labeled as pornography. Saturday, Citibank posted the following statement to its online forum: At Citibank, we have learned a great deal from recent customer issues related to Internet business accounts. Mistakes were made in some instances, in which we apologized and corrected the problem. These issues made it clear to us that the language in our branch procedures was not specific enough and left too much room for interpretation from one account to the next. We recognized that we needed clearer and less subjective guidelines with regard to opening Internet business accounts. And there were clearly gaps in training and communications around these specific branch procedures. Based on all these learnings, we've taken action and this week we updated and clarified our procedures for opening all Internet business accounts. Banks are required by law to conduct due diligence and understand the nature of business accounts. For Internet business accounts, we have made it clearer to our bankers what the due diligence process entails. For example, we will continue to reserve the right to decline or suspend an account if we find illegal or discriminatory content, or if the site involves gambling or pornography. NEW ORLEANS — Stormy Daniels will announce very soon whether she plans to continue her run for the U.S. Senate seat in Louisiana. Last May, Daniels, whose real name is Stephanie Clifford, announced the formation of a Senate Exploratory Committee. Some of her fans began a movement to draft the star into running against Republican Senator David Vitter after he was involved in a sex scandal. But according to Chron.com, there has been little activity on the campaign front. The political website TeamStormy created to promote and possibly fund the campaign hasn’t been updated in more than six months. During various appearances last July, Daniels spoke on a number of issues, but never officially announced her Senate run. Brian Welsh, one of her exploratory committee officers, said that there will be an official statement about her plans “very soon.” In July 2007, Vitter’s phone number was found in the records of a notorious Washington madam.
