Letters of intent were sent Monday to Congress, which has requested briefings on the matter, said the official, who asked not to be identified. There will be no vote on the matter in Congress. The change was recommended by the chief of naval operations and the secretary of the Navy in addition to Gates, the official said, adding that there was no opposition to the move among Navy leaders. A phased approach is being considered under which officers -- who already have separate living quarters -- would be the first to go co-ed, followed by crews, with the women bunking together, the official said. Crew space would have to be modified prior to that happening, the official added. The submarines expected to carry women initially would be the larger ones -- nuclear-power, missile-carrying submarines known as SSBN and SSGN, the official said. Women joined the crews of the Navy's surface ships in 1993, but officials had previously cited limited privacy and the cost of reconfiguring the vessels in arguing against their joining sub crews. Last September, Chief of Naval Operations Adm. Gary Roughead described himself as "very comfortable addressing integrating women into the submarine force." Apple Defends Sexually Explicit App Ban

CUPERTINO, Calif. — Apple’s marketing boss defends the company’s decision to pull racey iPhone apps from its App store. In the last few days, Apple has caused an uproar among independent app developers by removing thousands of sexy apps, citing its new policy blocking sexual content. “"It came to the point where we were getting customer complaints from women who found the content getting too degrading and objectionable, as well as parents who were upset with what their kids were able to see," Phil Schiller, Apple’s head of worldwide marketing told the NY Times. One app that was removed is called Wobble iBoobs which allows users to jiggle women’s breasts. Some developers have been told that overtly sexual content, skin, sexual connotations, women in bikinis and anything sexually arousing is now forbidden. However, other apps from Playboy and the Sports Illustrated Swimsuit Edition which feature barely naked women in bikinis are still available for download. When asked about the Swimsuit Edition app, Phil said, “"The difference is this is a well-known company with previously published material available broadly in a well-accepted format." This sentiment is a hard pill to swallow for independent app developers who say their apps were approved, then got kicked off the App store without warning. FCC: Cost, Digital Literacy Are Main Barriers to Broadband Adoption

93 million Americans are still without high-speed internet access in their homes WASHINGTON, D.C.—The Federal Communications Commission Tuesday released the results of a nationwide study—the National Broadband Plan Consumer Survey—that assessed the reason why so many millions of Americans are still without broadband connections in their homes. The latest estimate is that one third of the country’s citizens—93 million people—are not connected via high-speed broadband to the internet. The study was conducted as part of the commission's National Broadband Plan, which will be delivered to Congress March 17. According to an announcement issued Tuesday by the FCC, the Plan will detail “a strategy for connecting the country to affordable, world-class broadband. This will be a strategy for U.S. global leadership in high-speed Internet to create jobs and spur economic growth; to unleash new waves of innovation and investment; and to improve education, health care, energy efficiency, public safety, and the vibrancy of our democracy.” “We need to tackle the challenge of connecting 93 million Americans to our broadband future,” FCC Chairman Julius Genachowski said. “In the 21st century, a digital divide is an opportunity divide. To bolster American competitiveness abroad and create the jobs of the future here at home, we need to make sure that all Americans have the skills and means to fully participate in the digital economy.” The survey—which interviewed 5,005 adult Americans between Oct. 19 and Nov. 23, 2009—found that of the 35 percent of adult Americans who do not have high-speed internet connections at home, approximately 80 million are adults and 13 million are children over the age of 5. The survey also found that non-adopters usually have more than one barrier that keeps them from having broadband service at home. “Over half of non-adopters, when selecting from a menu of possible barriers to adoption, chose three or more,” the announcement read. “For example, more than half of non-adopters who cited cost also listed reasons relating to digital literacy or relevance.” The three main barriers to broadband adoption are: * Affordability: 36 percent of non-adopters, or 28 million adults, said they do not have home broadband because the monthly fee is too expensive (15 percent), they cannot afford a computer, the installation fee is too high (10 percent), or they do not want to enter into a long-term service contract (9 percent). In his first interview since his recent controversial meeting with President Obama, the spiritual leader of Tibet told CNN's "Larry King Live" that China claims Tibetans are "very happy ... much, much, much better than previous Tibet." However, he noted that his Tibetan government-in-exile has received information indicating "suppression ... or restrictions" culturally and religiously of the Tibetan people. China rejects Tibetan claims of independence or greater autonomy and claims sovereignty over the area. But the Dalai Lama, who lives in exile in India, told King that Tibetans "are not seeking independence." "That's why we are called middle way," he said. "We complain [about] the presence of policy in Tibet. It is actually very much damaging. ... But [on the] other hand, we also do not want separation from China because ... Tibet [is a] landlocked country, materially backward. Every Tibetan want modernized Tibet, so for that reason, [we] remain within the People's Republic of China." The Dalai Lama met with Obama on Thursday despite strong objections from Chinese government officials. The meeting threatened to further complicate Sino-U.S. tensions, which have been rising in recent months. China warned it would damage Beijing's ties to Washington. Beijing regards the Nobel Peace Prize laureate as a dangerous "separatist" who wishes to sever Tibet from China. "Larry King Live" The Dalai Lama told King he first met Obama when the future president was a young senator on the Senate Foreign Relations Committee. He was a "very impressive, young politician then," he said of Obama. "As soon as he become president, we had some sort of contact," he said, indicating that Obama expressed sympathy toward Tibet's plight. However, a meeting was postponed due to sensitive talks Obama was conducting with Chinese leaders. "Now this time, despite some difficulties, we had that meeting and [it was a] very pleasant one," he said. The Dalai Lama said he discussed three priorities during the meeting with Obama: "the promotion of human value in order to create a better world," the promotion of religious harmony and his desire for modern education for Tibetan children. France Flirts with ISP-Level Censorship

The once-sexy country follows China and Australia in enacting a heretofore unheard of level of internet censorship PARIS—The French are about to break the world’s heart. The country known for its love of all things sexy is on the verge of passing legislation that will filter internet traffic, ostensibly with the goal of preventing images of child sexual abuse from getting through. “The bill is a mishmash of unrelated measures, boosting the amount the police spend on ‘security,’ multiplying penalties for counterfeiting checks or credit cards, increasing use of CCTV cameras, extending access to the police national DNA database and authorizing the seizure of vehicles driven without a license,” reported PCWorld. “Among the measures dealing with the internet, it seeks to criminalize online identity theft, allow police to tap internet connections as well as phone lines during investigations, and target child pornography by ordering ISPs to filter Internet connections.” Critics of the new law are concerned that sites that do not contain illegal content will be filtered out inadvertently and also that the list of filtered content will grow once the ability to do so is in place, something the French president has indicated he would consider supporting. “French President Nicolas Sarkozy has already made it clear that he would like to see ISPs play a far greater role in clamping down on the Internet,” wrote Nate Anderson for Ars Technica. “In a January speech in which Sarkozy styled himself a ‘patron’ of the French arts, he praised the new ‘three strikes’ law his administration championed (and passed into law last year).” "The more we automatically 'depollute' networks and servers from all sources of piracy, the less it will be necessary to resort to measures imposed on the 'Internautes' [French Internet users],” Sarkosy said. “We must therefore try, without delay, filtering devices." Intelius Sued by Adult Website Operator for Infringement

HENDERSON, Nev. — An adult website operator has filed a trademark infringement lawsuit against Intelius, a national company that sells online screening services and verification checks for individuals and corporations. DCAEV Inc. runs a website called DateCheck.com, which provides screening for various adult oriented dating and escort services. DCAEV says it owns trademark rights to the phrase “date check.” The lawsuit, filed Friday in U.S. District Court in Las Vegas, claims Intelius has infringed on the “date check” trademark by selling “date check” online services and a similar verification service application for iPhones as well as non-iPhone platforms such as Android and Blackberry. “We were surprised to see this application launched, but we are very confident in our allegations and hope to get it worked out,” DCAEV attorney Larry Walters told XBIZ. In addition, the lawsuit claims Intelius’ use of the “date check” mark are certain or likely to cause confusion and deception as to the origin of the service. The lawsuit includes claims of unfair competition and deceptive trade practices.
